1. About us and these Terms
1.1. This website, rentalcarvipades.al (the "Website"), is owned and operated by VIP ADES, registered in the Republic of Albania, NIPT/VAT L83808804I, with registered office at 17 Shkurti, Saranda, Albania ("we", "us", "our", or "VIP ADES").
1.2. These Terms govern the rental of a motor vehicle ("Vehicle") from us. They apply together with the Rental Agreement you sign at collection and any vehicle condition report. Where the signed Rental Agreement and these Terms differ on a specific rental, the signed Rental Agreement prevails for that rental.
1.3. Our rentals are governed by Albanian law, including the Civil Code (lease of a movable asset), Law No. 9902/2008 "On Consumer Protection", the Road Code (Law No. 8378/1998, as amended) and Law No. 32/2021 "On Compulsory Insurance in the Transport Sector".
1.4. By making a Booking you confirm you have read, understood and accept these Terms and our Privacy Policy.
2. Definitions
- "Booking" — a confirmed reservation for a Vehicle.
- "Renter" / "Main Driver" / "you" — the person who makes the Booking and signs the Rental Agreement; responsible for payment and for the Vehicle.
- "Additional Driver" — any other person we approve in writing to drive the Vehicle.
- "Rental Period" — the period from collection to return stated in the Rental Agreement.
- "Security Deposit" — the amount pre-authorised or held on the Main Driver's card as described in Section 8.
- "Excess" (deductible) — the maximum amount you pay towards loss of or damage to the Vehicle in a valid claim (Section 17).
- "TPL" — compulsory motor third-party liability insurance under Law No. 32/2021.
3. Driver eligibility and requirements
3.1. The Main Driver and every Additional Driver must: be at least 21 years old (upper age limit: to be confirmed); hold a full, valid driving licence held for at least 1 year; present a valid national ID or passport.
3.2. Young/senior driver surcharge. A surcharge (amount to be confirmed) may apply to drivers under a certain age, and possibly over a certain age (ages and applicability to be confirmed). Where it applies, it is shown before you pay.
3.3. Foreign licences. We accept valid EU/EEA licences. Holders of non-EU licences must present a valid International Driving Permit (IDP) together with their national licence. It is your responsibility to ensure your licence entitles you to drive in Albania.
3.4. Only the Main Driver and approved Additional Drivers may drive the Vehicle. Allowing any other person to drive is a serious breach of these Terms (Section 15).
4. Documents required at collection
At collection, the Main Driver must present: (a) a valid driving licence (and IDP if applicable); (b) a valid ID/passport; and (c) a valid credit or debit card in the Main Driver's name for the Security Deposit. If these are not provided, we may refuse to release the Vehicle and treat the Booking as a no-show (Section 10).
5. Booking process and Confirmation
5.1. You book directly on rentalcarvipades.al by selecting the Vehicle, dates, collection/return locations and any extras, then paying by an accepted method (Section 7).
5.2. A contract is formed only when we issue the Confirmation. We may decline a Booking (e.g. no Vehicle available, or suspected fraud); any amount charged is then refunded.
5.3. Confirmations are sent by email and, where you provide a mobile number, by SMS or WhatsApp. Provide a valid email and mobile number and check them, including spam folders. If no Confirmation arrives within 24 hours, contact [email protected] / +355688443555.
6. Prices — what's included and excluded
6.1. Prices are shown in EUR and, in line with Law No. 9902/2008, include all mandatory taxes and the fees stated at checkout. The full price is displayed before you confirm; we do not add hidden charges.
6.2. Unless stated otherwise, the price includes: the Vehicle for the Rental Period, unlimited mileage (Section 14), and compulsory TPL insurance (Section 17).
6.3. Unless expressly purchased, the price excludes: fuel, optional insurance/excess-reduction, additional-driver fees, young-driver surcharge, child seats and other extras, cross-border authorisation and Green Card, tolls, fines, one-way/out-of-hours fees, and refuelling or cleaning charges. Loss or damage to vehicle keys, Vehicle documents or accessories. These are listed before you pay or in the Rental Agreement.
7. Payment
7.1. Accepted methods. We accept payment by credit/debit card and wallet via POK Pay, by PayPal, and by Bank Transfer. Depending on the method chosen, you may pay the full amount at booking, or — where we offer it — a reservation deposit now with the remaining balance due at collection (Section 10.5).
7.2. POK Pay is an Albanian electronic-payment service operated by R PAY, licensed and supervised by the Bank of Albania. Your POK Pay payment is subject to POK Pay's own terms and privacy policy; POK Pay is an independent controller of the payment data it collects. We do not receive or store your full card number, CVV or wallet credentials.
7.3. PayPal payments are governed by your PayPal User Agreement and Privacy Statement; PayPal is an independent controller of the data it collects. Opening a PayPal dispute or chargeback does not replace our terms in Sections 10 and 17; please contact us first.
7.4. We never request your card number, PayPal/POK Pay credentials, passwords or full payment-account details by email, SMS or phone. Treat any such request as fraudulent and report it to us.
8. Security Deposit and pre-authorisation
8.1. At collection we place a pre-authorisation (hold) on the Main Driver's card for a Security Deposit, which covers the insurance Excess and potential charges (fuel, fines, damage, cleaning, late return).
8.2. The Security Deposit is not a payment; it is a hold. Provided the Vehicle is returned on time, undamaged, with the agreed fuel level and no outstanding charges or fines, the hold is released. Release timing depends on your bank and may take up to 14–30 days.
8.3. We may apply the Security Deposit (in whole or part) against any amount you owe under these Terms, and recover any shortfall from you.
9. Changes by you
9.1. Change requests (dates, Vehicle, drivers, extras) must be sent to [email protected] and are subject to availability. Changes may incur an administration fee and any price difference.
10. Cancellation and refunds — cancellation by you
10.1. To cancel, notify us in writing at [email protected], or use the self-service cancellation option on the "My Booking" page of the Website where available. Cancellation takes effect when we receive your notice.
10.2. Refunds, calculated on the total rental price, are as follows unless stated otherwise for a specific Vehicle or rate: a reservation deposit paid at the time of Booking is non-refundable if the Booking is later cancelled, regardless of when the cancellation occurs. A Booking paid in full is refundable in accordance with these Terms; contact us to request a cancellation, and any applicable refund is assessed on a case-by-case basis. A Booking with no payment made may be cancelled freely prior to collection.
10.3. Refunds are made to the original payment method (POK Pay or PayPal) or by bank transfer where that was the payment method used, normally within 14 days. Time to appear depends on the provider.
10.4. Statutory withdrawal right. Under Albanian consumer law (aligned with EU rules), the standard 14-day distance-selling withdrawal right generally does not apply to vehicle-rental services provided on a specific date or period. Your Booking is governed by the cancellation terms above.
10.5. Reservation deposit. Where we offer it, you may pay an admin-set percentage of the total price as a reservation deposit at Booking instead of paying in full, with the remaining balance due in person at collection. See Section 10.2 for the non-refundable treatment of a paid deposit.
11. Changes or cancellation by us
11.1. If the reserved Vehicle becomes unavailable (e.g. a prior renter returns it damaged), we will offer a comparable or higher-category Vehicle at no extra cost, or, if we cannot, a full refund.
11.2. If we cancel a Booking for reasons other than your breach, you receive a full refund. Except where the law requires otherwise, we are not liable for incidental costs you arranged separately.
12. Collection and return of the Vehicle
12.1. Condition report. At collection we complete a condition report noting existing damage and fuel level. Check it and note any discrepancy before you drive away; the Vehicle is deemed to be in the recorded condition. Inspect the Vehicle again at return with our staff where possible.
12.2. Return. Return the Vehicle to the agreed place, on the agreed date and time, with the agreed fuel level and all documents, keys and accessories.
12.3. Late return. A grace period of 30 minutes applies; after that, each additional day or part-day is charged at the Vehicle's applicable daily rental rate, unless a different rate applies for a specific Vehicle or rate. Keeping the Vehicle beyond the Rental Period without our written consent may be treated as unlawful use and reported.
12.4. Extensions must be requested and approved by us before the Rental Period ends, subject to availability and payment.
13. Fuel policy
13.1. Our default policy is full-to-full: the Vehicle is supplied with a full tank and must be returned full. If returned with less fuel, we charge for the missing fuel plus a refuelling service fee.
14. Mileage
14.1. The rental includes unlimited mileage. Where a limit applies for a specific Vehicle or rate, additional kilometres are charged at the rate shown before you pay.
15. Use of the Vehicle — permitted and prohibited
15.1. You must use the Vehicle lawfully and with care, keep it locked and secure, and comply with the Road Code and all traffic rules.
15.2. You must not, and must not allow anyone to:
- drive under the influence of alcohol or drugs — Albania applies a near-zero blood-alcohol limit and this is strictly prohibited;
- drive without a valid licence, or allow an unapproved person to drive;
- use a mobile phone while driving, or drive without headlights where required;
- use the Vehicle for racing, motorsport, driving tuition, testing, hire/reward (e.g. taxi) or subletting/re-renting;
- drive off-road or on unpaved/unsuitable roads (except a 4x4 where we expressly permit it);
- tow or push another vehicle, or carry more passengers than seatbelts;
- transport hazardous, illegal or improperly secured goods, or animals except with our written consent;
- smoke in the Vehicle (a penalty of up to €250 may apply), or return it excessively dirty (a cleaning fee of €20–€40 may apply);
- take the Vehicle outside Albania without our written consent (Section 20).
15.3. Breach of Section 15.2 is a serious breach: it may void insurance cover, make you liable for all resulting loss, and entitle us to terminate the rental and recover the Vehicle.
16. Additional drivers
16.1. Only drivers we approve in writing and who meet Section 3 may drive the Vehicle. An additional-driver fee of €5 may apply; no fee applies where the Additional Driver is the Main Driver's spouse. An unapproved driver voids cover and makes you liable for all resulting loss.
17. Insurance, Excess and your liability for the Vehicle
17.1. TPL (included by law). The Vehicle carries compulsory third-party liability insurance under Law No. 32/2021. TPL covers injury or damage you cause to third parties. It does not cover loss of or damage to the rented Vehicle itself.
17.2. Your liability for the Vehicle. You are responsible for loss of or damage to the Vehicle during the Rental Period, up to the Excess amount stated for your Vehicle and rate at checkout and in your Rental Agreement, unless you have purchased cover that reduces it.
17.3. Optional cover. We offer optional Collision Damage Waiver / theft protection / full cover that reduces the Excess, as shown for the option you select before you pay.
17.4. Standard exclusions (apply even with optional cover unless expressly stated). Cover typically does not apply to: tyres, wheels and undercarriage; glass, windscreen and mirrors; interior damage; lost/damaged keys or documents; wrong-fuel or fluid damage; off-road or prohibited use; damage caused while in breach of Section 15; and personal belongings. Damage in these categories is charged to you plus any administration fee.
17.5. Negligence/theft. If the Vehicle is stolen due to your negligence (e.g. keys left in it, or left unlocked), theft cover may not apply and you may be liable for the full value.
17.6. You may ask to see the applicable insurance certificate and limits before signing.
18. Accidents, damage, theft and breakdown
18.1. In an accident, theft or serious damage, you must: ensure safety and call emergency services (112) if needed; not admit fault or liability; obtain an official police report; photograph the scene, vehicles and damage; collect other parties' and witnesses' details; and notify us immediately and within 24 hours.
18.2. You must complete any accident statement we require and cooperate with us and the insurer. Failure to report properly or obtain a police report where required may void cover and make you liable for the full loss.
18.3. Breakdown/roadside assistance. For a mechanical breakdown, contact us on +355688443555 and follow our instructions. Do not authorise repairs or towing without our consent. Where the breakdown is not due to your breach of these Terms, we will arrange a replacement Vehicle or, where that is not possible, a refund for the affected rental time.
19. Traffic offences, fines, tolls and administrative charges
19.1. You are responsible for all traffic and parking fines, tolls, congestion charges and penalties incurred during the Rental Period, however notified.
19.2. Where an authority notifies us of an offence linked to the Vehicle, we are legally required to identify the driver and may disclose your details to the competent authority. We may charge an administration fee of €20 per notice for processing, and recover the fine amount, from your card or Security Deposit.
20. Cross-border travel
20.1. The Vehicle may be driven within Albania. Taking it into another country (such as Kosovo, Montenegro, North Macedonia or Greece) requires our prior written consent and a valid Green Card issued for the Vehicle, for which a fee applies. The specific countries permitted, any conditions (e.g. minimum rental length), and the applicable fee are to be confirmed. Driving outside Albania without consent voids cover and breaches these Terms.
21. Liability and limitation of liability
21.1. We will provide a roadworthy, legally compliant and insured Vehicle and act with reasonable skill and care.
21.2. Liability that cannot be excluded. Nothing in these Terms excludes or limits our liability for death or personal injury caused by our negligence, for fraud, or for anything else that cannot lawfully be excluded under Albanian law (including mandatory consumer rights).
21.3. Cap on other losses. Subject to 21.2, our total liability arising out of or in connection with a rental is limited to the total amount you paid us for that rental. We are not liable for indirect or consequential loss (e.g. missed connections, alternative transport), or for your belongings left in the Vehicle.
22. Force Majeure
22.1. We are not liable for failure or delay caused by events beyond our reasonable control, including severe weather, natural disasters, fire, flood, earthquake, epidemic or pandemic, war, civil unrest, strikes, government action, road closures, and third-party infrastructure failures. Where such an event prevents a rental, we will offer a rescheduling or a refund of recoverable amounts where reasonably possible.
23. Personal data — who we share it with
23.1. We process personal data under Law No. 124/2024 "On Personal Data Protection" (in force since 31 January 2025, fully aligned with the EU GDPR) and our Privacy Policy. If these Terms and the Privacy Policy conflict on data matters, the Privacy Policy prevails.
23.2. We act as data controller for the data you provide (e.g. name, contact details, driving licence, ID/passport, payment-confirmation data). We use it to take and fulfil Bookings, verify eligibility to drive, manage the Security Deposit, send Confirmations, handle claims and fines, and meet legal and accounting duties.
23.3. We share personal data with:

23.4. International transfers. Some recipients (e.g. PayPal, Twilio, Sent.dm, Mailgun) are based outside Albania/the EEA. Where data is transferred to a country not recognised as adequate under Law No. 124/2024, we rely on an appropriate safeguard such as Standard Contractual Clauses. Confirmation that data-processing agreements and transfer safeguards are formally in place with each provider is pending.
23.5. Your rights. You may access, rectify, erase, restrict, object to and port your data, and withdraw consent, subject to law. Contact [email protected]. You may also complain to the Commissioner for the Right to Information and Protection of Personal Data (IDP) in Albania (https://www.idp.al).
23.6. We keep driving-licence and ID data only as long as necessary to fulfil the rental, handle any claim or fine, and meet legal/accounting obligations, then delete or anonymise it.
24. Complaints
24.1. If something goes wrong during your rental, contact us at once on [email protected] / +355688443555 so we can help. For a formal complaint, write to [email protected] within 30 days. In line with Law No. 9902/2008 we will acknowledge and respond within a reasonable period.
25. Governing law and jurisdiction
25.1. These Terms and any rental are governed by the laws of the Republic of Albania, and the competent Albanian courts have jurisdiction. This does not deprive a consumer of any mandatory consumer-protection rights that apply to them.
26. General
26.1. Changes to these Terms. We may update these Terms; the version in force at the time of your Booking applies. The current version is published on the Website.
26.2. Severability. If any provision is invalid, the rest remain in full effect.
26.3. No waiver. Failure to enforce a right is not a waiver of it.
26.4. Assignment. You may not transfer your rights under a Booking without our consent. We may assign ours to a successor.
26.5. Entire agreement. These Terms, the Privacy Policy, the Confirmation and the signed Rental Agreement form the entire agreement regarding the rental.
